Providing water fountains in public places was a common philanthropic action in the 19th century, and there are five on the Downs, none now functioning. This fountain was provided by Alderman Proctor in 1872, and was originally sited on the far side of the main road where the old Toll House had stood. It was moved to this site in 1988. He also gave his house close by as a residence for the Lord Mayor.
